Media ruckus grows: Are Palestinian camp(s) in Lebanon (finally) at the edge of an (oft-predicted) explosion?

On June 17, the Ad-Diyyar daily newspaper carried the following report by Michel Nasr: “Lebanon is dealing with many serious events and different files as a result of the repercussions of the regional events such as the presidential void and the governmental and parliamentary paralysis amidst the growing security concerns on the rhythm of the Syrian field events. These fears were further enhanced in the past few days by the return of the southern camps to the limelight as dozens of security reports speak of coals under the ashes and dark days ahead.

“In this context, a security source spoke about a series of points that enhance the possibility of an explosion, one that could topple the local stability and use up the capacities of the Lebanese state and its armed forces in these difficult circumstances and at a suspicious timing:
– The fact that the “Muslim Youths” – i.e. the framework that includes all the radical, Islamic, Salafist forces in Ain el-Helweh – has refused the deployment of the joint Palestinian security force in the Hattin neighborhood knowing that the Taware’ neighborhood is also under the control of this same group…

“- Brig. Mahmoud Issa is back to practicing his activities under the support of the ousted Fatah official, Mohammad Dahlan, and following the failure of the mediation efforts carried out by the Director General of the General Security Forces, Maj. Gen. Abbas Ibrahim, between the latter and Palestinian President Mahmoud Abbas. The available pieces of information indicate that Al-Lino [i.e. Mahmoud Issa] has established a special military unit and concluded its training and equipping…

“- The repeated visits of Dahlan’s wife to Lebanon although the Lebanese authorities had informed her on several instances that she is a persona non grata. Dahlan’s wife is overseeing a series of service projects in several camps in the south with the aim of sending a message to the Fatah leadership and to President Abbas indicating that Dahlan is still an unshakable force. In this same context, the available pieces of information further indicate that Al-Lino is implementing a clear plan to slam Fatah at the heart of its very home, the Ain el-Helweh camp.

“- The failure of the talks between Fatah and Hamas under the sponsorship of Speaker Nabih Birri in Ain el-Tineh…
– Security reports monitored attempts being carried out by some parties to spread chaos at the Miye ou Miye Camp, which has been seeing, for a week now, several security incidents in an attempt at breaking the stability at this camp…

“- The failure of a suggestion made by a concerned Lebanese figure to coordinate with the Palestinian side in order to solve the crisis within Fatah on the basis of a new distribution of power…
– The growing movement of the radical groups at the camp and them taking security measures in their areas…
– Palestinian sources stressed that Fatah has been intensifying the trainings given to its supporters in the past few months…
– New groups of ISIL sympathizers have arrived from Yarmouk.

“- The intelligence services unit at the Lebanese army has seized a terrorist network including Lebanese, Arabs, and foreigners acting from within the camp and extending to Akar in the north.
– Pressures are being exerted by the Palestinian side through some Arab and Gulf parties on the Lebanese officials in order to prevent the disturbance of the present balances at the camps mainly Ain el-Helweh…

“- Hezbollah is pressuring the joint force, either directly or indirectly, in the direction of taking decisive measures concerning the radicals especially following the operations that targeted cadres at the Resistance factions and in light of some pieces of information alluding to attacks that are being prepared within the camp and that will target Shi’i areas.
– The increasing numbers of ISIL and An-Nusra supporters within Ain el-Helweh…

“Many believe that the camps, primarily Ain el-Helweh, are heading towards an explosion sooner or later in light of the failure of all the mediations, the problematic circumstances, and the intersecting files in a camp extending over no more than one square kilometer. The deep divisions are even happening within the same groups and everyone agrees that this will be a disastrous battle, one that could constitute a real platform for launching the settlement project and toppling the right to return.”
