What does no traffic in Beirut mean for the future?

I know that these types of silly “broken windows” “price of arms rising” observations can be very misleading and wrong….

That said – and some who actually own cars will probably dispute this – I have really been struck by the relative absence of traffic in and around beirut.

And each Service driver has said the same – the situation is really bad… look, there is no traffic and usually we sit here for an hour.

In seven years here, I have never had such a traffic free week (relatively speaking) and it’s a bit frightening.
